The approach that I have taken is to process the BibTeX bibliography with a special BibTeX style file that generates HTML. The result is then processed to insert links, replace any remaining LaTeX commands by HTML entities and so on.
The result is either one HTML page (for small bibliographies) or 26 (for large bibliographies), and a single file that can be used for searching with a CGI program.
The tools include a perl script to build the pages from a BibTeX file, a BibTeX style file, a CGI search program and miscellaneous images and headers.
