Replicator ranges are currently given in terms of length, rather than in terms of an upper bound. The obvious extension would be to add another keyword:

SEQ i = 10 TO 20
SEQ i = 10 STOPAT 20

Programmers used to similar syntaxes from other languages (BASIC, Fortran) would expect the TO form to count from 10 to 20 inclusive -- but counting from 10 to 19 inclusive is often more useful, so a keyword for that behaviour would perhaps be a better addition.
