When occam was designed, languages with uppercase keywords -- or that did not care about case -- were common. Modern language designs tend towards lowercase keywords, reserving uppercase for type names and constants. Visual distinction between keywords and user symbols can now be provided more conveniently by syntax highlighting in the user's editor; this mirrors how many occam-pi programmers write code on paper (with lowercase identifiers, underlined). Lowercase keywords are also easier to type and to read.
