Apart from them all being critical sections of code that and allowing other parts such as a file system to be built on top of the system, why are they together?

Answer 34:

Your answer covers one point, more or less (keep critical code together). However, the key point is that these things need to interact with each other frequently, and that all three are needed (can't remove one without having something mostly useless).
