Abstract for Seminar

Reported public sector spend on ICT is expected to rise to £3.9bn by 2016, there is a need to transform and innovate but also manage the risks, expectations and service delivery. The presentation will look at the opportunities, various players, priorities and the skills that will be required to be successful in this arena.

David Edwards has over twenty years experience in transforming service delivery in local government, improving standards of service and value for money as well as developing partnerships. Primarily based in the South East this has included working at unitary, county and district Councils. Currently I am leading on corporate initiatives on shared services, staff engagement, information management, making better use of technology in service delivery and facilitating greater self service.

I also manage around 220 staff working for the Council and a budget in the region of £10m, increasingly this is in shared services with other boroughs. This includes more technical officers in ICT, legal and audit but also front line operational staff in for example environment enforcement, street cleaning, grounds maintenance and waste collection which are very important areas for our residents and in which the use of technology is increasing.

Qualifications include an MSc in Operational Research at the London School of Economics and a BSc (Hons) in Combined Science including computing from Nottingham, more recently I also qualified as a management coach with the Institute of Leadership and Management.

I am still actively playing sport (mainly as a football veteran), am Chair of Governors at a secondary school with a strong science and technology focus and support a range of local community groups.
